PLEASE advise! Doctor, is this wrong?

I am in sports medicine and not in dermatology so I am not an expert but generally it seems inappropriate because he could have easily asked you if you had any moles in those areas or if you wanted him to examine the areas. If a female comes in with a suspected hamstring or pectoral injury, I would never just remove her bra or underwear before explainig it to her AND having a female staff member present. I dont know where you are located but you should inquire with your state or provincial medical board to ask if there are guidelines for examination of genitalia with no same staff member in the room.
