Can you special summon Destiny End Dragoon?

when you flip summon (summoner of illusions) can you special summon Destiny End Dragoon from your fusion deck it doesnt mention you cant special summon it, it just say; A fusion summon of this monster can only be conducted with the above fusion material monster I am pretty sure that you can still special summon it on your field
