Can You Get On HRT At Age 17 (Transual, MTF)?

Ok, I'm graduating high school early and going to college this year at age 17. My parents won't let me get HRT so I was wondering if you could start HRT at age 17 without parental consent? I live in NYC if that helps at all? Thanks...
